6th November 1912 from the Secretary of State for the Colonies

to His Excellency the Governor.

Under cover of that Despatch was enclosed a Draft

of an Amendment.. which now forms the substantive portion of

this Ordinance and the form of that Draft has been followed.

In my opinion this is an Ordinance to which His

Excellency the Governor may properly assent in the name of

His Majesty and on His behalf.
